Candidate of science (physics and math). Graduated from Taras Shevchenko National University and post-graduate studies at Institute of Mathematics National Academy of Sciences.

Teached at Rivno Pedagogical University. Hold the position of Faculty Dean. Teaches at National Academy of management since 1999. In 1994-1998 — deputy of the Parliament and member of Education and Science, Budget Comittees.

Worked as an expert in election law at Development Associates, inc. Since 2007 - Volodymyr is USETI expert. In 2010 he coordinated IRF Education program project on Education Law codification and modernization. He is also a co-author of Law on High Education,coordinator of working group elaborating Law on Education.
